The city of San Antonio has issued more than 2,800 warnings and 89 citations for violating the emergency declarations, according to an enforcement report.
Officials had received over 8,500 calls reporting violations as of Sunday.
Several of the early citations were issued to locations of the Planet K smoke shop chain.

Southern states are experiencing a surge in Chinese coronavirus cases because they opened too fast, Dr. Deborah Birx, a top White House health official, declared on Tuesday, noting that the U.S. has the “capacity” to stem the spread of the disease.
Police officials in nine counties said they will not enforce a recent executive order mandating that residents wear face coverings in public. Denton, Houston, Montgomery, Gillespie, Upshur, Kerr, Gregg, Nacogdoches and Panola counties won’t issue citations to those not in compliance, officials said, with one calling the rule “draconian.”
The rule states that officers can issue a fine up to $250 to repeat offenders but cannot detain or jail them. Some argue the language is ambiguous, as stopping people not wearing masks could be seen as detaining them.

President Trump, at a White House event Tuesday with first lady Melania Trump, said his administration would “very much put pressure” on governors to reopen their states’ schools in the fall amid the coronavirus outbreak.
“We don’t want people to make political statements or do it for political reasons, they think it’s gonna be good for them politically, so they keep the schools closed, no way,” Trump said after noting that the administration of Florida Gov. Ron DeSantis recently announced plans to reopen schools in that state. “So, we are very much going to put pressure on governors and everybody else to open the schools.”
